South was contracted to: (i) re-construct baseline data on key programme indicators prior to the implementation of the programme; (ii) review the programme’s Logical Framework Approach (LFA); (iii) complete its Logical Framework Matrix (LFM); and (iv) develop a Monitoring and Evaluation (M&E) plan for the programme.

South provided technical advice to ECZ on the provision of voter education in support of the just completed tripartite elections in Zambia. The programme included a large a voter education media campaign.

South designed and managed the implementation and monitoring of a nation-wide civic education programme, targeting all potential voters in the 2005 referendum, with non-partisan content-based education.  This assignment included the selecting, contracting and training of 30 NGOs and over 750 community-based facilitators.

The assignment involves designing a framework for conducting a large-scale civic education programme starting with the dissemination of peace protocols in South/New Sudan; developing the capacity of indigenous South/New Sudan CSOs to implement the civic education activities; and developing materials to facilitate delivery of civic education

South was contracted by UNDP and the Inter- Ministerial Committee on Human Rights and Democracy to design a national framework for the delivery of civic education in Malawi. The framework spelt out the mechanisms for collaboration with actors in the government and civil society. It also provided a strategy for maximising impact. A targeting strategy and performance monitoring system were developed.

Provided technical assistance for NCEP I in the areas of programme planning, monitoring and evaluation, capacity building for CSOs, managing the grant making process and materials development. The programme was implemented by over 70 CSOs organised under 4 consortia. The programme covered over 80% of the country and directly reached about 5 million adults.

The framework spelt out the stakeholders and the mechanisms for collaboration with actors in the government and civil society. Governance Justice Law and Order Sector (GJLOS) review

South, in conjunction with Intermedia Nordic Consulting Group carried out a feasibility study on the type of networks in the Civil Society and private sectors (NSA) that can facilitate engagement with Government under the Cotonou agreement framework. Based on findings of the study, we designed a programme for the NSAs engagement with government on the Cotonou agreement. The programme focuses on developing mechanisms for engagement with government at policy level and monitoring of government implementation of policy.

DANIDA contracted South to assess the implications of Kenya’s new transition for carrying out human rights and good governance programmes especially by civil society organisations. The assignment also concerned finding out capacity needs for CSOs in the context of the new political dispensation in Kenya.

South developed the monitoring and evaluation framework and system for the programme. The work involved reviewing the current M&E sub systems in existence within the Ministry of Health and the civil society organisations and developing a comprehensive framework that utilises existing systems.

Ministry of Health Global Fund to fight AIDS, Malaria and Tuberculosis Programme

Finalised the Danida Country Frame on Human Rights, Good Governance and Democracy in Kenya. This concerned developing a programme document and assisting in identifying the main themes for funding. A capacity assessment of some CSOs earlier funded by Danida was also carried out with a view to analysing the potential of the civil society to foster social-political transformation.

Civic and Voter Education in Kenya in the lead up to the 2007 general elections.South Consulting was contracted to develop content for civic education in preparation for the 2007 general elections. South developed; National level curriculum which was cascaded to the constituency level, training materials, trainer’s Manual bearing the delivery methodology, implementation matrix for the civic education programme in order to facilitate effective monitoring and evaluation of the programme, the civic education strategy, logical framework comprising qualitative and quantitative indicators as well as baseline data. South Consulting also prepared popular materials, notably below-the- line-materials such as texts for posters and brochures. 
In the same year, UNDP and the Electoral Commission of Kenya contracted South Consulting to provide programme management of the consultancy services on the voter education programme.



Civic and Voter Education in Kenya in the lead up to the 2007 general elections 

South Consulting was contracted by UNDP-Kenya to develop content for civic education and manage the grant for civic education for the constitutional referendum in Kenya. South Consulting developed the content for use in the civic education on the referendum, supported civil society groups in delivery of the content which included matters around devolution, designed and managed the implementation and monitoring of a nation-wide civic education programme, targeting all potential voters in the 2005 referendum, with non-partisan content-based education.
The programme supported 30 civil society organisations to create awareness on the new constitution that was put to referendum in Kenya. South Consulting put in place grant making systems to manage this programme. The systems developed included; call for expression of interest which constituted the CSOs capacity assessment, call for proposals for short listed CSOs, programme activity planning and budgeting, CSOs training on delivery methodologies, funds disbursement and accounting, field monitoring of activities and funds and CSOs reporting tools and procedures and data verification through the UN volunteers. South Consulting provided overall leadership in the management of this politically sensitive programme.


Civic education in Kenya for Constitutional Referendum education

South Consulting was contracted by a consortium of donors in Uganda to manage the Uganda National Civic Education Programme in support of the Uganda’s general elections by designing the themes, narratives, manuals, posters and charts used by community-based facilitators. Developing the grant management systems to manage this programme. The programme supported six umbrella civil society groups and two media organizations to deliver civic education.
